Foster Care and Educational Implications

Children often undergo an emotional disturbance when they are separated from the surroundings that they are well acquainted with -- including parents, neighbors, friends and even schools. Schools have an important role to play in the psychological and behavioral development of children. Any disturbance in schooling due to foster care can have serious implications on the future of the child.

Getting education is the fundamental right of every child. It is the responsibility of the placement agencies and government to protect this right of children. For this purpose, most of the foster care centers are equipped with provisions through which children can continue their education even after separation. However, children kept in foster care system usually do not fare well in school at any age. While infants are poorly prepared for kindergarten, youth do not often complete high school or enroll in graduate colleges. Foster children have very poor attendance rates and increased school transfers. The implications are the same with children when they are placed with relatives or kept in the company of strangers.

Most children entering foster care centers are those who are abused or neglected. Unless proper preventive intervention programs and educational measures are initiated to improve the functional skills of these children, it is less likely that they are going to get reformed into decent citizens. These programs should be initiated through a coordinated effort from school personnel, educators, foster care workers, caregivers and law makers. Schools should ensure that needs of foster care children are duly attended. Individual support and care is required so as to develop a sense of security in these children. Many times, foster youths have complaints with regard to privacy protection. Information regarding foster children should be kept confidential by schools so that these children are not discriminated or ridiculed by other children.
